Bob Lull’s philosophy of encouraging his business partners to continue their brand has empowered The Capacity Group to become one of the largest full service independent insurance brokerage groups in the nation.
Bob’s business career started as an efficiency expert for a large management consulting firm that worked with fortune 500 companies. In 1986 Bob switched careers and entered the insurance industry when he went to work for his friend and subsequent partner. After that entity was acquired, Bob became Vice President of Operations for one of New Jersey’s largest insurance brokerage firms, NIA, LTD, where he developed mergers and acquisitions with the President, gaining the finesse of creating harmonious transactions. Bob founded Capacity Coverage Company of New Jersey, Inc. in 1990 with three employees and his partner, Mark Weinraub. In 1999 he founded Protrans, Inc., that morphed into AllTrans Risk Solutions, LLC, a program administrator for public transportation classes that include school bus, motor coach, limousine and medical transportation, which underwrites and issues policies for these classes of business nationally.

Jay Bergstein oversees Standard Commercial & Personal Lines Insurance for Capacity Coverage of New Jersey, Inc. He is also involved in the merger and acquisition process and responsible for maintaining the integrity of newly acquired businesses as it relates to the service and carrier aspects of the transaction.
Mr. Bergstein’s insurance career began in 1978 with the St. Paul Insurance Company. Later that year, he joined his family’s fourth generation insurance business, Popkin Lebson Bergstein Inc. (PLB), as a producer. In 1982, he became a partner at PLB and the newly formed PLB Life Agency Inc. Shortly after, he formed Premium Budget Inc., an in-house premium finance company. Jay was elected President & CEO of all of the PLB Companies in 1992.
Since then, he has formed numerous successful companies including Insurance Resource Brokerage Group, LLC and The Warwick Resource Brokerage Group. Jay has served on several insurance company councils including Hanover, Hartford, CNA and St. Paul. Additionally, Jay has authored many articles for trade publications and has been featured in insurance company training and promotional videos.

Carl Gerson has over 30 years of experience in the insurance industry. He has an impressive history of conducting business in the London market which has made him a significant asset to The Capacity Group. He has held a number of positions beginning as an underwriter with the Mutual Life Insurance Company of New York and working his way up to President of Property & Life Planners, Inc. He joined Capacity Coverage Company of New Jersey in 1997.
Carl has been involved in creating or merging over 20 companies in the past 10 years and this important part of Capacity’s growth continues to be one of his strengths.

Ron Bergstein focuses on production and mentoring young producers. He shepherds their business from client to marketing to placement. Under his tutelage, Capacity’s producers flourish from his knowledge and guidance which translates to optimum risk management solutions for clients. Ron also serves on Allianz Insurance Company’s Agency Council.
In 1975 Ron’s career path led naturally to the insurance industry where he began his career with the Continental Insurance Company. A year later he joined Popkin Lebson Bergstein Inc. (PLB), his family’s fourth generation insurance firm, as a producer. In 1980, he became an agency principal of PLB. In 1995, he purchased stock from PLB’s founding partners and formed Insurance Resource Brokerage Group, LLC, which he merged with Capacity Coverage Company of New Jersey in 2000.
Ron’s dedication to his clients is exemplified by the manner in which he perseveres on their behalf. Two days after 9/11, he drove as far as he could into New York City checkpoints to visit his client who had suffered a catastrophic loss. In his 35 years as an agency principal, he has shown his dedication to his community and his clients as a true leader.

Gary S. Maier
Gary S. Maier is responsible for identifying new customer and market segments, developing opportunities through strategic business alliances and joint ventures, oversight for Risk Management, and collaborating with Capacity’s other partners to enhance the firm’s strategic and operational planning and execution process.
Drawing from his extensive corporate experience with multinational insurance firms, Gary leads The Capacity Group in strategic initiatives to drive profitable growth, increase value and expand capabilities. Gary has served in key executive positions at Chubb Insurance Group, One Beacon and Tower Group, and most notably as Executive Vice President and Senior Vice President in roles including Chief Underwriting Officer, US Field & Distribution Executive and Corporate Development.
General Counsel and Director of Corporate Development
Matt Beizer joined Capacity in early 2013. As General Counsel and Director of Corporate Development, Matt’s responsibilities include working with all of the members of Capacity’s Executive and Operational Teams on Capacity’s strategic investment process. He focuses on transaction origination and new partner recruitment, due diligence, financial and legal analysis, negotiating and structuring transactions and transaction integration.
During his more than 30 year career, Matt has focused on the insurance industry as an investment banker, lawyer and investor. Matt began his career as an Associate at Simpson Thacher & Bartlett, a New York law firm. For about 20 years, he served as an investment banker at firms including Merrill Lynch, Barclay’s, ABN AMRO and Sandler O’Neill, where he concentrated on the insurance industry. Subsequently, Matt was a founding partner in an insurance focused private equity firm, and concentrated in private investments in the insurance industry. Matt has a J.D. and an M.B.A. from the Law School and Wharton School of the University of Pennsylvania.
